We're talking rank and office in the Bible. How sixteenth- and seventeenth-century translations solved the problem of no-longer existant titles.
And the closest thing to the Caesars of yore that there was... was the Kaiser ("der Kaiser", "kejsaren", "keizer", "keisari", "a csaszár" etc.).
So, Tiberius got "Kaiserized" for nearly all the Gospels of the Early Modern era. But I do not mean that he was turned into a Habsburg with a frilled collar and puffy sleeves: I mean that his title was "translated".
Only the English versions retained the old Roman rank of Caesar... from which the Kaiser title, interestingly enough, was derivated.
